The Department of Transportation (DOTr) and the Bases Conversion and Development Authority (BCDA) commenced the bidding for the Engineering, Procurement and Construction (EPC) Contract of the Clark International Airport new terminal building in Clark, Freeport, Pampanga.

Forty-three local and international prospective bidders attended the pre-bid conference today, August 22, 2017, at the Mind Museum in Bonifacio Global City.

DOTr Secretary Arthur Tugade and BCDA President and Chief Executive Officer Vivencio Dizon opened the pre-bid conference and welcomed the participants to the event.

Both reiterated the immediate need to start the expansion of the Clark International Airport and expressed optimism that this big-ticket project will be completed on target in 2020. 

“Your involvement showed your trust and confidence in this government,” DOTr Secretary Arthur Tugade said to the bidders present during the conference. “We will be as transparent and as accountable in this bidding, as possible,” he added.

Meanwhile, BCDA President and CEO Vivencio Dizon said that the implementation of the ongoing development projects is a “no-brainer” as such projects like the expansion of the Clark International Airport has long been planned by the government for more than 20 years.

“Now, we’re finally witnessing the development of the Clark International Airport,” Mr. Dizon said.

During the pre-bid conference, the terms of the contract were duly clarified to interested bidders.

Deadline to purchase bid documents is on October 22, 2017. Submission of the bid documents is on October 23, 2017.

The creation of a new world-class passenger airport terminal is projected to increase passenger capacity by 8 million per year from the existing 4.2 million passengers per year, for a total of 12.2 million passengers per annum. The ultimate target is 80 million per year upon completion of the fourth phase under the latest masterplan.

The Clark International Airport New Terminal Building is expected to break ground in the fourth quarter of 2017 and will be completed in 2020. The project is under the Duterte administration’s Build Build Build Infrastructure Plan which will implement high-impact infrastructure projects by providing mass transport systems to solve congestion in the country’s main urban centers, and create interconnectivity in the whole archipelago.
